Rosebay Development Partners, LLC ("RDP") was founded in 2006 by Jay Wilson and has affiliates in five states.  In January of 2009, the company was joined by Neal Orr, CEO of Southern Government Strategies, Inc. based in Huntersville, NC. Neal and Jay became friends in college through campus politics and together, they participated in their first state wide political campaign in 1990.

At its inception RDP's leadership team began accumulating a diversity of professional talent across a five-state southeastern geographic region that combined construction-based, governmental affairs, and energy & environmental expertise to enable the partnership to position itself for energy based construction & renovation initiatives.  With the inclusion of Neal Orr, the company has expanded its capability in governmental affairs and picked up the added ability to manage political campaigns at all levels.  The company's leadership team recognized two primary business opportunities for the next decade: 1) Energy based construction/renovation would escalate from recommended to required; 2) Existing providers would struggle with mandatory environmental training requirements and communication with government entities.

Jay Wilson has over 2 decades experience in the construction industry and has patent pending technologies developed for system-built construction and transportation through RDP's affiliate Rosebay Management, LLC. Jay also is a partner in a small General Contracting operation in Alabama and serves as the company’s Executive Vice President. In addition, Jay has an extensive information technology background and successfully implemented enterprise resource planning software across 11 manufacturing companies (22 manufacturing facilities), 4 supply companies, a financial services company and corporate services. He has served as a director on several boards, including a municipal industrial development board.

Neal Orr has 19 years experience in governmental affairs and management of political campaigns.  He has worked at the national level overseeing campaign operations in more than a dozen southern states. In most recent years, Neal has focused on building a fundraising and time management model suited for federal campaigns that is adaptable to the state legislative and local level. The level of service and technology employed uniquely equips candidates to communicate with donors & constituents at a vastly superior rate.
